What is a PNP?
Canada's provinces and territories can nominate people who meet their local economic and labour-market needs. There are two broad routes: Express Entry-linked PNP streams and non-Express Entry nomination routes.
Express Entry-linked nomination
If you qualify for both a provincial stream and an Express Entry program, an eligible nomination can be connected to your Express Entry profile. IRCC states that a provincial or territorial nomination gives 600 additional CRS points.
How PNP selection works
- Choose provinces where your occupation, education, language, work history and ties may fit.
- Check the exact stream's eligibility and intake status.
- Prepare the documents required by the province.
- Submit an Expression of Interest (where the stream uses one) or apply directly where permitted.
- If nominated, follow the province's instructions to accept/confirm the nomination and then proceed under the applicable federal PR process.
PNP is not one single program
Requirements vary significantly by province and stream. Some streams may focus on job offers, in-demand occupations, local graduates, Canadian work experience, business candidates, French speakers or other province-specific factors. A strategy that works for Ontario may not work for Alberta, British Columbia, Saskatchewan, Manitoba or another jurisdiction.

BC PNP pathways can include worker and graduate-focused options; always verify current invitations, quotas and stream rules.
Alberta
AAIP pathways are designed around Alberta's labour-market and economic priorities.
Saskatchewan
Can include skilled worker pathways and occupation-focused options depending on current program rules.
Manitoba
MPNP streams can consider skilled workers, graduates and other eligible applicants under specific criteria.
Ontario
OINP has several streams and may use EOI systems or targeted invitations depending on the pathway.
Atlantic & other regions
New Brunswick, Nova Scotia, Newfoundland and Labrador, PEI, Yukon and the Northwest Territories have their own nomination structures.
